The purpose of the CAP is to provide expert assistance to the director to ensure that the external independent review system meets the quality standards necessary to protect the public's interest. Additionally, the CAP assists the director with other clinical issues as needed. More importantly, the CAP reviews the decisions made in the external review process to ensure that decisions are consistent with best practices and to make recommendations for improvements where necessary.
The members shall be five professors of medicine from California medical schools, including two practicing physicians, all appointed by the director.
