DMHC Announces Senior Staff Appointment 

(Sacramento) – Lucinda (Cindy) Ehnes, Director of the Department of Managed Health Care (DMHC), has announced the appointment of Braulio Montesino as Assistant Deputy Director of the Office of Legal Services.

“Braulio brings his wealth of health policy knowledge and experience to a vital and important position at the DMHC,” said Ehnes. “His many years of legal experience have proven to be a valuable asset and resource to the Department as well as myself.”

As Assistant Deputy Director, Montesino will be responsible for providing legal advice to the Director, the DMHC’s executive staff, and to other program units. He will relocate from the DMHC’s Los Angeles office to downtown Sacramento.

Montesino most recently served as Chief of the Legal and Policy Research & Opinions Unit within the DMHC, where he was primarily responsible for ensuring that reliable and accurate legal information was provided for policy and operational decisions. Before the creation of the DMHC in 2002, Montesino served as legal counsel with the Department of Corporations, Health Plan Division.

Prior to state service, he practiced health care law at a major national law firm. Montesino has served on the Executive Committee of the Los Angeles County Bar Association’s Healthcare Law Section. He has also authored several articles on health care law topics, including articles on the application of federal anti-self referral laws as well as on the efficacy of state certificate-of-need laws. In addition, Montesino has served as Co-Editor of Matthew Bender’s Healthcare Law Sourcebook.

Montesino graduated from Loyola Law School of Los Angeles, Order of the Coif, cum laude, where he served as Editor-in-Chief of the Loyola Entertainment Law Journal.
