(Sacramento) – Cindy Ehnes, Director of the Department of Managed Health Care (DMHC), has announced the appointment of Braulio Montesino as General Counsel, effective immediately.

In this position, Montesino will advise the Director and Chief Deputy Director on general legal matters, coordinate legal activities among the various office divisions, and act as liaison to the Business, Transportation and Housing Agency, the Governor’s Office, health plans, and medical groups on legal matters.

Montesino most recently served as Assistant Deputy Director of the Office of Legal Services where he was responsible for providing legal advice to the Director, the DMHC’s executive staff, and to other program units.

His prior experience has included serving as Chief of the Legal and Policy Research and Opinions Unit within the DMHC, where he was primarily responsible for ensuring that reliable and accurate legal information was provided for policy and operational decisions. Before the creation of the DMHC in 2000, Montesino served as legal counsel with the Department of Corporations, Health Plan Division.

Prior to state service, he practiced health care law at a major national law firm. Montesino has served on the Executive Committee of the Los Angeles County Bar Association’s Healthcare Law Section. He has also authored several articles on health care law topics, including articles on the application of federal anti-self-referral laws, as well as on the efficacy of state certificate-of-need laws. In addition, Montesino has served as co-editor of Matthew Bender’s Healthcare Law Sourcebook.

Montesino graduated from Loyola Law School of Los Angeles, Order of the Coif, cum laude, where he served as editor-in-chief of the Loyola Entertainment Law Journal.
