Jeffrey Conklin, Adventist Health Plan, Inc.Jeffrey Conklin, joined Adventist Health as a corporate Vice President and President of Adventist Health Managed Care in 2008. In 2014, he became President and CEO of Adventist Health Plan, Inc., a newly formed Knox-Keene Plan.

His background includes thirty years of leadership in managed care and in developing/managing physician organizations. A health care executive with extensive experience in senior leadership roles for health care systems, hospitals, IPAs/Medical Groups and management services organizations, Conklin possesses expertise in managed care strategy and contracting, accountable care, IPA development and administration, medical group management and business development.

Larry deGhetaldi, M.D.

Family Physician, Palo Alto Medical Foundation

Larry deGetaldi, M.D., Palo Alto Medical FoundationLarry deGhetaldi, M.D., is a family physician who leads the Santa Cruz Division of the Palo Alto Medical Foundation.

deGhetaldi is also a trustee on the California Medical Association’s board representing physicians in group practices. deGhetaldi participates in many other professional activities and has been a licensed physician in California since 1984.



Paul Durr

CEO, Sharp Community Medical Group

Paul Durr, Sharp Community Medical GroupPaul Durr, is CEO of Sharp Community Medical Group, where he leads a team that provides care for more than 350,000 lives, in San Diego County.

Durr joined Sharp Community Medical Group in 1992 and served as the Chief Financial Officer for 12 years. Most recently, Durr served as Vice President of Physician Network Development at Sharp HealthCare, focused on the launch of Sharp Care Physicians, Inc., a network of Sharp-affiliated physicians in San Diego County.

Paul received his Bachelor’s Degree in Business Administration from the University of San Diego in 1986 and his CPA certificate in 1990.

Richard Figueroa

Program Director, Healthy California 

Richard Figueroa - Program Director, Healthy California

Richard Figueroa is the Director of Prevention and the Affordable Care Act for The California Endowment.  Previously, he served in the California Governor’s Office, where he was a Deputy Cabinet Secretary and Health Care Advisor for Governor Arnold Schwarzenegger and Deputy Legislative Secretary for Governor Davis where he was responsible for health care, human services and health insurance issues.

Mr. Figueroa has also served as the Legislative Director for California Insurance Commissioner John Garamendi, Principal Consultant to the Senate Committee on Insurance, Senior Consultant to the California Senate Budget and Fiscal Review Committee, and a Legislative Budget Analyst in the Office of the Legislative Analyst.  Finally, he served a member of the State of CA Managed Risk Medical Insurance Board or as staff to that Board for 15 years.

Richard has a Bachelor’s Degree from the University of California at Davis and a Master’s Degree in Business Administration from the University of California at Los Angeles

John Grgurina

CEO, San Francisco Health Plan (SFHP)
Chair of the Financial Solvency Standards Board

John Grgurina, San Francisco Health PlanJohn Grgurina, Jr., is CEO of San Francisco Health Plan (SFHP), which provides affordable health care coverage to over 149,000 low and moderate-income San Franciscan families.

Prior to leading SFHP, Grgurina was a Senior Health Policy Consultant at The Institute for Health Policy Solutions, serving the California Executive and Legislative branches on the design of market reforms and exchanges. Grgurina was also the President of PacAdvantage from 2001-2007, the nation’s largest nonprofit small employer exchange covering over 130,000 members. Grgurina also worked for the Managed Risk Medical Insurance Board as Chief Deputy Director, where he helped create the Healthy Families Program and Health Insurance Plan of California purchasing pool.

Grgurina received his Bachelor’s Degree from the University of California, Los Angeles, and his Masters of Public Administration from California State University, Hayward.

Jeff Rideout, M.D.

President and Chief Executive Officer, Integrated Healthcare Association (IHA)

Jeff Rideout, M.D., Integrated Health CareJeff Rideout, M.D., is President and Chief Executive Officer of the Integrated Healthcare Association (IHA).

Prior to joining IHA, he was the Senior Medical Advisor for Covered California. Dr. Rideout also served as the Senior Vice President, Chief Medical Officer for TriZetto Group, the global leader of the healthcare division for Cisco Systems Internet Business Solutions Group, and as the Chief Medical Officer and Senior Vice President for Blue Shield of California. Rideout has extensive experience in performance measurement, payment innovation initiatives and the use of technology to improve the healthcare system.

He completed his residency training in internal medicine at University of California, San Francisco and is a Fellow of the American College of Physicians. He received his medical degree from Harvard Medical School and his undergraduate degree from Stanford University.

Shelley Rouillard

Shelley Rouillard, Department of Managed Health CareShelley Rouillard, is Director of the Department of Managed Health Care.

As Director, she convenes the Financial Solvency Standards Board (FSSB) to advise the DMHC on matters of financial solvency that affect the delivery of health care services and to recommend solvency requirements and standards.

Rouillard came to the DMHC with more than 20 years of experience as a health care consumer advocate. She has an extensive background in government and health care, including health care policy, provider contracting, network development, health care quality and health plan performance.

Rouillard holds a bachelor of arts in social work from Rutgers University and is a Fellow of the University of Southern California/Sierra Health Foundation Leadership Program.

Amy Yao

Senior Vice President and Chief Actuary, Blue Shield of California

Amy Yao, Blue Shield of CaliforniaAmy Yao, is Senior Vice President and Chief Actuary at Blue Shield of California, where she is responsible for pricing and financial risk prediction and management strategies.

She oversees product and provider network analytics to support network contracting and development strategies for Accountable Care Organizations, commercial and Medicare risk revenue management, cost of healthcare trend projections, and claims reserve development. Additionally, she oversees all aspects of the company’s cost of health reporting, providing actionable insight into medical management program development and evaluations. Prior to Blue Shield, Yao was the Vice President of Medicare Pricing at UnitedHealth Group and Director of Pricing at PacifiCare Health Systems.

Yao received her Bachelor of Computer Science from Tsinghua University and her Masters of Applied Mathematics at the University of Connecticut.
